The dairy protein boom is creating a new bottleneck: processing capacity. Food-grade whey powder has reached approximately $1,960 per ton, more than 50% above the start of the year, while dairy processors have committed more than $11 billion to new and expanded manufacturing capacity across 19 U.S. states, covering 50+ projects from 2025 through early 2028.
The structural challenge is significant because whey is a by-product of cheese production. With U.S. milk production projected to increase by 15 billion pounds by 2030, processors must expand cheese production and the downstream protein-processing infrastructure required to capture this growth.
Protein processing is highly utility-intensive, requiring substantial power, steam, refrigeration and water, along with adequate wastewater-treatment capacity. Substations, boilers, wastewater systems and local utility commitments could become critical constraints, potentially making utilities—not processing equipment—the limiting factor for expansion.
At the same time, the industry is facing pressure on evaporators, dryers, membrane systems, skilled construction labour, engineering capacity, transformers and switchgear. Extended lead times make early procurement of critical equipment and electrical infrastructure increasingly important for processors racing to add capacity.
The article also highlights a critical food-safety consideration: compressed construction schedules must not compromise sanitary design. Poor cleanability can increase contamination and recall risks, extend downtime, raise cleaning costs and shorten equipment life.
For dairy processors, strategic decisions around greenfield versus brownfield expansion, integrated design-procurement-construction, and commissioning and startup planning are becoming increasingly important. The competitive advantage may ultimately belong to companies that treat utilities, equipment procurement, sanitary design and execution strategy as core investment decisions—not as late-stage project logistics.
