White Revolution 2.0 to Boost Dairy Cooperatives

The Government of India has launched a cooperative-led “White Revolution 2.0” aimed at expanding dairy cooperative coverage, generating employment and empowering women farmers while strengthening the organised dairy sector.
The initiative targets a 50% increase in milk procurement by dairy cooperatives over the next five years, with procurement expected to reach 1,007 lakh kg per day by 2028-29. To achieve this, the programme will focus on two strategies—expanding the coverage of dairy cooperatives and deepening their reach in existing areas.
Under the plan, around 1,20,000 new and existing Dairy Cooperative Societies (DCS)/Multipurpose-DCS (M-DCS)/Multipurpose-PACS (M-PACS) will be set up or strengthened, including 75,000 new DCSs in uncovered areas and the strengthening of 46,422 existing societies to improve market access and income opportunities for dairy farmers.
The initiative will also provide enabling infrastructure such as Automatic Milk Collection Units, Data Processing Milk Collection Units, testing equipment and Bulk Milk Coolers, and link societies to new or expanded milk routes. The activities are being funded under the National Programme for Dairy Development (NPDD) 2.0 of the Department of Animal Husbandry & Dairying.
Highlighting the role of women, the government noted that nearly 70% of the workforce in dairy farming consists of women, and expanding cooperative coverage in every uncovered village or panchayat will bring more women dairy farmers into the organised cooperative sector. The information was provided by Union Minister for Home and Cooperation Amit Shah in a written reply in the Rajya Sabha.
