
The Uttar Pradesh government has unveiled a major Dairy Master Plan aimed at promoting indigenous cow breeds, increasing milk production and strengthening the rural dairy economy across the state. Under the direction of Chief Minister Yogi Adityanath, the state has rolled out four large-scale schemes focused on breed conservation, dairy entrepreneurship and farmer support.
The initiative, being described as “Operation-4,” includes the Mukhyamantri Swadeshi Gau Samvardhan Yojana, Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana, Nandini Krishak Samriddhi Yojana and Mini Nandini Krishak Samriddhi Yojana. Under these schemes, dairy units ranging from 2 to 25 cows are eligible for subsidies worth lakhs of rupees to encourage indigenous cattle rearing and dairy business expansion.
Additional Chief Secretary of the Animal Husbandry Department Mukesh Meshram stated that the government is offering substantial subsidies to promote advanced indigenous breeds such as Gir, Sahiwal and Gangatiri. Under the Nandini Krishak Samriddhi Yojana and Mini Nandini Krishak Samriddhi Yojana, farmers can receive up to 50% government subsidy for establishing dairy units and increasing milk production.
The financial structure of the schemes includes 15% beneficiary contribution, 35% bank loan financing and up to 50% government subsidy, making dairy entrepreneurship more accessible for small and medium farmers. Under the Mukhyamantri Swadeshi Gau Samvardhan Yojana, farmers can receive subsidies of up to ₹80,000 for two-cow dairy units.
Meanwhile, the Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana provides incentives ranging from ₹10,000 to ₹15,000 to dairy farmers maintaining high-yield indigenous cattle breeds. Officials believe the programme will not only improve milk productivity but also support long-term breed conservation and rural employment generation.
The Uttar Pradesh government is also focusing heavily on linking women and youth to dairy entrepreneurship as part of its broader rural development strategy. Industry observers believe the Dairy Master Plan could significantly strengthen organized milk production, expand indigenous breed populations and reinforce Uttar Pradesh’s position as India’s leading milk-producing state.
