Can Indian Dairy Grow Without More Milk?

India’s dairy sector is facing a critical question—whether the industry can continue expanding without significantly increasing milk production volumes. India is already the world’s largest milk producer, with output rising from 146.31 million tonnes in 2014-15 to about 239.30 million tonnes in 2023-24, reflecting strong growth over the past decade.
However, experts argue that future growth may depend less on volume and more on value addition, product diversification and a stronger organised dairy ecosystem. Rather than simply producing more milk, the sector could expand through higher-margin products such as cheese, yogurt, protein-rich dairy foods and functional beverages, while improving quality, safety, processing efficiency and supply chain systems.
Strengthening organised procurement and processing infrastructure is also seen as essential to maintain consumer trust and ensure sustainability in a sector that supports millions of rural households. Analysts note that balancing production growth with innovation, branding and value-added dairy products will be crucial for the next phase of India’s dairy development.
