Bihar approves 5-yr expansion plan to boost Sudha dairy
The state government of Bihar has approved a comprehensive five-year roadmap to scale up Sudha-brand milk and dairy products, aiming to expand procurement, processing capacity and market reach beyond the state’s borders. The approval came after a review meeting chaired by Nitish Kumar, where COMFED’s managing director laid out the federation’s performance so far and the proposed expansion strategy.
Under the plan, COMFED will strengthen its network of village-level milk cooperative committees and expand processing infrastructure to meet rising demand. The state aims to raise farm-gate milk production, improve procurement, and create employment opportunities for rural populations.
Currently, Sudha sources milk from around 7.5 lakh milch-cattle owning farmers organised through about 21,000 cooperative committees. Together they supply roughly 22 lakh kg of milk per day, though the federation has the capacity to process up to 54 lakh kg/day — indicating substantial headroom for growth.
On an average, Sudha markets 16 lakh litres of pouch milk daily and dairy products equivalent to 3.5 lakh LPD. ..
Sudha’s product portfolio is already wide — milk, ghee, paneer, curd, butter, sweets and several processed dairy items. The expansion plan also includes exploring new markets beyond Bihar: Sudha products are already sold in states like Jharkhand, West Bengal, the Northeastern region, and metropolitan cities; recent exports include ghee to the US and sweets to Canada.
Officials say this roadmap could not only enhance incomes of dairy farmers and associated workers but also strengthen dairy value-chains, create jobs, and position Bihar as a significant player in India’s organised-dairy sector. Gov-backed expansion of dairy infrastructure, procurement base and processing capacity is expected to contribute to rural livelihoods and state-level agriculture development.
Significance & What to Watch
-
Unlocking latent capacity: With processing capacity more than double current milk procurement levels, the expansion plan — if executed — could substantially increase demand for raw milk, pushing up farm-gate procurement and benefitting farmers.
-
Diversified market reach: By expanding into other Indian states and foreign markets, Sudha reduces dependence on Bihar’s domestic demand, potentially stabilising prices and giving farmers access to broader demand cycles.
-
Rural income + employment boost: Expansion would mean more jobs — not just at processing units, but also in procurement, transport, supply-chain management, and allied services — aiding rural livelihoods.
-
Upgrading dairy value-chains: As Sudha expands product portfolio and distribution, demand for quality, cold-chain, processing, packaging may rise — which often pushes modernization of dairy infrastructure at grassroots level.
-
Risk & challenge management: Success depends on consistent milk supply, maintaining quality standards, managing logistics (cold-chains, distribution), and ensuring that increase in demand reaches farmers fairly.
