
West Bengal’s cattle trade and rural dairy economy are facing significant disruption ahead of Eid-ul-Adha following stricter enforcement of cattle slaughter regulations and growing uncertainty across livestock markets. According to reports, weekly cattle markets across several districts witnessed a sharp decline in trading activity, with traders, dairy farmers and livestock-dependent workers reporting severe economic stress. The crisis follows a May 13 government directive reinforcing provisions under the West Bengal Animal Slaughter Control Act, 1950, which requires official certification before slaughter and permits slaughter only of cattle above 14 years of age deemed unfit for productive use, with processing restricted to authorized abattoirs.
Industry participants and economists warned that disruptions in cattle markets could have wider implications for dairy farming, milk collection, livestock management and rural employment. Experts noted that dairy farmers traditionally rely on the sale of unproductive cattle as part of farm economics and herd management, and restrictions affecting cattle movement and trade could increase maintenance costs while reducing access to productive replacement animals. Concerns have also been raised about potential impacts on milk production, dairy workers, leather processing and associated rural value chains.
Reports from rural markets indicated significantly reduced buyer participation ahead of the festival season, while traders alleged that fear, uncertainty and local tensions had contributed to the slowdown. The Calcutta High Court recently declined to stay the state government's notification, observing that the restrictions were in line with existing legal provisions and earlier court directions.
Industry observers said the developments highlight the close link between cattle trade, dairy farming and rural livelihoods in eastern India, where livestock markets play a critical role in supporting farmer incomes, herd turnover and the broader rural economy.
