
Wastewater overflow continues to plague Ludhiana’s Haibowal Dairy Complex despite assurances from municipal authorities that the long-standing problem would be resolved within 15 days. More than three weeks after a May 26 meeting between the Municipal Corporation (MC) and the Haibowal Dairy Association, dairy owners say wastewater remains accumulated across roads and internal lanes of the complex, with no visible improvement on the ground. Spread across one of Ludhiana’s largest dairy clusters, the complex houses 883 dairy units and nearly 42,000 cattle, generating substantial quantities of liquid waste and around 400 metric tonnes of cow dung daily. Dairy owners blame inadequate infrastructure, particularly the limited capacity of the existing effluent treatment plant (ETP), which they say is unable to handle the volume of waste generated.
Municipal officials, however, argue that the situation is being worsened by the disposal of cow dung into drains by dairy operators. According to the civic body, the existing biogas plant can process only about 200 metric tonnes of cow dung per day, leaving a significant gap in waste management capacity. Although a second biogas plant is under construction and door-to-door dung collection has been introduced, officials report that only around 40 metric tonnes are being collected daily, with the remainder either entering drains or being disposed of elsewhere. The ETP, already operating under capacity constraints, is further burdened by excessive wastewater discharge and solid waste, leading to sewer blockages and road flooding.
The issue has triggered protests by dairy farmers in recent weeks, with operators warning that temporary measures will not solve the problem unless treatment and disposal infrastructure is upgraded to match the scale of operations. Industry observers note that the crisis highlights the growing need for improved dairy waste management systems, enhanced biogas capacity, and stronger environmental infrastructure to support large urban dairy clusters while protecting public health and local water bodies.
