Himachal Dairy Farmers Seek Payment Certainty

Dairy farmers in Himachal Pradesh have raised concerns over irregular milk payments and policy uncertainty, urging the government to introduce fixed monthly payment schedules and clearer procurement policies to stabilise the sector. The demands were highlighted during a meeting organised by the Mandi Milk Federation, bringing together farmers, livestock rearers, and rural entrepreneurs. (The Tribune)
Farmers stressed that delays in payments are disrupting financial planning, making it difficult to manage household expenses, repay loans, and sustain dairy operations, with calls for payments to be made on a fixed date every month, similar to salaried employees.
Another key concern is the uncertainty around proposed limits on milk procurement, with discussions suggesting a possible cap of 10–12 litres per farmer, which stakeholders say is creating insecurity and discouraging expansion, particularly among young entrepreneurs entering the dairy business.
Farmers also flagged broader issues of lack of policy clarity and inconsistent signals regarding procurement from larger dairy units, warning that continued ambiguity could impact investments and long-term growth of the sector.
The meeting concluded with a collective demand for transparent, farmer-friendly policies, uninterrupted procurement, and structural reforms, highlighting the need to restore confidence and ensure sustainable development of Himachal Pradesh’s dairy ecosystem.
