
Madhya Pradesh has set an ambitious target of increasing daily milk procurement from around 12 lakh kg to 52 lakh kg within the next three years, with the Centre assuring support to help the State strengthen its dairy sector and emerge as a major milk-producing hub.
Union Home and Cooperation Minister Amit Shah, addressing a Gaupalak Sammelan in Bhopal on October 3, said the Central Government would work with the Madhya Pradesh Government and livestock rearers to achieve the target.
India’s Milk Production Rises
Shah highlighted India's growth in milk production, saying total production increased from approximately 14.60 crore tonnes in 2014–15 to around 24.80 crore tonnes currently.
Per-capita milk availability also increased by about 58%, from around 307 grams per day in 2014–15 to 485 grams per day, according to the Union Minister. India continues to be the world's largest milk-producing country.
Shah also pointed to Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra as the country's five leading milk-producing states and used the figures to criticise successive Congress governments, arguing that livestock rearers had benefited more under the BJP-led government. These remarks were made in a political context at the Bhopal conference.
White Revolution 2.0 to Expand Cooperatives
Under White Revolution 2.0, the government has set a target of establishing 75,000 new cooperative dairies across villages and strengthening 46,000 existing dairy cooperatives.
The initiative is intended to bring more livestock rearers into organised milk markets while improving access to processing, value addition and better price realisation. Madhya Pradesh is expected to receive a significant share of the new cooperative infrastructure.
₹255 Crore Milk Plant for Ujjain
During the programme, Shah digitally laid the foundation stone for a 3 lakh litres-per-day milk processing plant in Ujjain, to be established at a cost of ₹255 crore.
Several other dairy projects were also inaugurated or advanced:
- Bhopal Product Dairy Plant: 40,000 litres/day capacity, costing approximately ₹16.5 crore.
- State-level Central Laboratory, Bhopal: Built at a cost of ₹12.42 crore.
- Shivpuri Mini Dairy Plant: Strengthening work costing ₹6.5 crore.
These projects are expected to increase milk-processing capacity, strengthen quality-testing infrastructure and expand employment and self-employment opportunities in Madhya Pradesh's dairy value chain.
Focus on Breed Improvement
The State has also received in-principle approval for 50 acres of land for cattle and buffalo breed-improvement programmes.
The initiative will focus on improving animal health and productivity while conserving indigenous breeds. Modern breeding technologies, including sex-sorted semen, are also proposed as part of the programme.
Madhya Pradesh Chief Minister Mohan Yadav said the State would establish milk cooperatives in villages that currently do not have them and strengthen its existing network of six milk unions. The State also plans to increase the number of improved-breed animals and promote dairy development through its 313 development blocks.
The combination of higher milk procurement, new processing infrastructure, cooperative expansion and breed improvement is aimed at creating a stronger dairy ecosystem in Madhya Pradesh. The key challenge will be translating the proposed investments and procurement target into sustained productivity and farmer income growth.
