Haryana Tightens Rules on Ghee Labelling and Analogue Dairy

The Haryana government has introduced a one-year prohibition on the sale of analogue paneer and margarine marketed as “makhan” (butter), while also tightening how ghee can be marketed. The move is aimed at preventing adulteration, misleading food claims and consumer deception, with authorities directing that ghee should not be marketed under labels such as “ghee for puja” or “ghee for havan.”

Under the new approach, all ghee products must comply with Food Safety and Standards Authority of India (FSSAI) standards, reinforcing the requirement that products sold as ghee meet the applicable food-safety and authenticity requirements. The restrictions on analogue paneer and margarine marketed as butter form part of the same wider enforcement effort to ensure that non-dairy or substitute products are not represented to consumers as traditional dairy products.

For the dairy industry, the development signals increasing regulatory attention not only to product composition, but also to how dairy products are named, labelled and positioned in the market.
