Assam Plans Dairy Milk Societies to Boost Milk Production

The Assam government plans to establish Dairy Milk Societies across the state as part of efforts to increase milk production and strengthen opportunities for dairy farmers, Chief Minister Himanta Biswa Sarma said.

Under the proposed initiative, dairy farmers will receive an additional ₹5 per litre of milk supplied. The incentive is intended to encourage higher milk production while providing an additional source of income for cattle farmers.

Sarma said the government is taking special measures to strengthen Assam’s dairy sector and expand milk production. The proposed Dairy Milk Societies are expected to provide a more organised platform for milk producers and support the development of the state’s dairy ecosystem.

The announcement follows a broader five-year roadmap discussed by the Assam government in August to increase milk production, expand processing capacity and strengthen the cooperative network. At that time, officials reported that Assam was producing 33.53 lakh litres of milk per day, with annual milk production of 12,240 lakh litres.

The August review also reported 2,006 organised Dairy Cooperative Societies, of which 1,032 were registered. Existing milk-processing capacity was reported at 4.95 lakh litres per day, with another 4.20 lakh litres per day of capacity under development.

The proposed expansion of Dairy Milk Societies is therefore part of a wider effort to increase organised milk procurement and connect more producers with the cooperative dairy network. The state government has also discussed establishing Dairy Cooperative Societies in every village as part of its longer-term dairy-sector strategy.

Assam had earlier reported that its ₹5-per-litre milk-production subsidy was associated with a 54.65% increase in milk procurement and a 36.77% rise in membership of dairy cooperative societies, according to figures shared by the Chief Minister in July 2026. These figures were presented by the Chief Minister in relation to the subsidy programme.

The state’s dairy roadmap also includes measures to improve milk-processing infrastructure and strengthen the participation of women in dairy cooperatives. The government has specifically highlighted the conservation and promotion of the indigenous Lakhimi cattle breed through women-led Dairy Cooperative Societies.

For Assam’s dairy sector, the proposed societies could provide a structured mechanism for milk collection and producer participation while linking farmers more closely with organised procurement and processing infrastructure.

Further details on the number of new societies, their implementation timeline and the administrative mechanism for distributing the additional ₹5 per litre have not been specified in the September 17 report.
