The Rajasthan Cooperative Dairy Federation (RCDF) has informed the Rajasthan High Court that its regulatory and operational remit is limited, as approximately 80% of Rajasthan’s marketable milk is handled by the unorganised sector. The submission came amid proceedings concerning milk adulteration, safety and quality standards, highlighting the challenge of ensuring effective oversight across a dairy market where a large share of milk moves outside organised cooperative channels.
According to figures presented before the court, Rajasthan produces around 36–37 million tonnes of milk annually, equivalent to nearly 1,000 lakh litres per day (100 million litres). Of this, around 500 lakh litres per day is consumed at farms and in rural households, leaving approximately 500 lakh litres per day as marketable milk; the unorganised sector reportedly handles around 80% of this marketable volume, or roughly 400 lakh litres daily.
The RCDF stated that its network cannot regulate the entire dairy sector, underscoring the need for broader regulatory mechanisms covering loose milk vendors and informal supply channels. The development brings renewed focus on milk quality, food safety, adulteration control and traceability across Rajasthan’s complete milk supply chain, particularly for the substantial volume handled outside the organised dairy sector.
