Door-to-Door Dairy Model Empowers Indonesian Women

A door-to-door dairy distribution initiative supported by the Asian Development Bank (ADB) is creating new income opportunities for women in Indonesia while expanding access to nutritious dairy products. The “Miss Cimory” program, launched in 2013 by PT Cisarua Mountain Dairy Tbk (Cimory), trains women to sell dairy products directly to households, helping them build customer relationships and reach underserved markets. The network of women sales agents expanded significantly from 2,509 agents in 2020 to more than 8,000 by July 2025, following ADB’s investment to strengthen production and distribution.
The program operates in more than 30 cities across Bali, Java, and Sumatra, offering employment mainly to low- and middle-income women with school-aged children. One participant, 39-year-old Elmita Sari Dewi from West Sumatra, joined the program in 2022 and initially earned Rp5.7 million ($356) per month, later achieving monthly sales of Rp180 million ($11,249) with net earnings of Rp10–15 million ($633–$950). The financial stability allowed her family to purchase three motorcycles and a car and pay school fees on time.
ADB’s support has also helped create around 400 new jobs and is expected to benefit about 4,200 dairy farmers, strengthening the dairy value chain in a country where over 100,000 smallholder farmers produce about 77% of domestic milk, typically with around three cows each. The initiative demonstrates how inclusive dairy business models can boost rural livelihoods, empower women entrepreneurs, and improve access to dairy nutrition.
